Two active OTAs with the DoD

CEED currently holds two separate OTAs, one with the Army Corps of Engineers and the other with the Marine Corps Systems Command (MCSC). While both are under the same consortium, they offer significantly different terms, award processes, and features—giving sponsors flexibility to select the best path for their project needs.

Key Distinctions Between the MCSC and Army OTAs with CEED

The MCSC structured its OTA to serve as a DoD-wide acquisition resource and open-access contracting tool. No other OTA sponsored by the DoD has this unique capability. The MCSC OTA includes a mechanism that enables decentralized ordering, thereby making it available for use across the DoD and Intelligence Community.

This doesn’t mean that DoD project sponsors send their requirements and funding to the MCSC. Instead, the MCSC effectively sends its OTA to the contracting organization that directly supports the project sponsor so that they can make their own project awards using the MCSC OTA. This results in project award timelines that are up to 75% less than the award timelines of other DoD OTAs.

The contracting organization gets “credit” for project awards using the MCSC OTA, not the Marine Corps.
Provides for direct transition from prototype to follow-on production enabling accelerated delivery of new capabilities to the warfighter.
